Margaret Samuels, MSW, is the Director of the North Carolina Child Treatment Program and is a clinical social worker. Prior to returning to CCFH, Margaret was the CEO of OE Enterprises, Inc., where she implemented programs in the support of training and employment for persons with disabilities, and was primarily responsible for meeting the mission and goals set out by the Board of Directors.

Margaret spent several years as the Executive Director of the Orange County Partnership for Young Children (OCPYC), where she was responsible for the overall development, operation, evaluation and monitoring of early education policies and programs for Orange County, NC through the Smart Start and NC Pre-K programs. She has been a senior manager and program developer at two of the country’s leading child mental health clinics, including the National Center for Children Exposed to Violence at the Yale Child Study Center, and Duke University’s Center for Child and Family Health. Margaret has spent many years working with children and their families: She worked on projects in Bosnia, Kosovo, and Romania with Physicians for Human Rights (PHR), the Organization for Security and Cooperation in Europe (OSCE), and the PeaceCorps; undertook consultancy assignments in Moldova and Turkey; and published in leading medical and health journals.

Margaret has secured grants from the US Department of Health and Human Services Office of Refugee Resettlement, to collaborate with the refugee community in sustainable farming and business models, and from the Robert Wood Johnson Foundation project, to address healthy lifestyles for children and families. The State of North Carolina Children’s Trust Fund funded joint work with the Orange County Department of Social Services to provide a pilot intervention to families and access to evidence-based interventions to prevent referrals to Child Protective Services. Additionally, Margaret successfully obtained grant funding to work in NC school districts to provide pre-employment training, advocacy, mentoring for middle and high school students with learning, developmental, mental health and/or physical disabilities, and their families, with funding received from the North Carolina Department of Health and Human Services’ Division of Vocational Rehabilitation Services.

Margaret is an experienced manager and supervisor with many years of human resources experience and senior program administration.
